It looks like gelcoat cracking from flexing. Grind out the crack and apply epoxy. If you are really concerned you can build up the area slightly to give it more strength. It does look like one of the cracks actually goes on to the hull in one of the photos. I would check that. Is this an older boat? PCI got better at building them as the hull numbers went up.

You will need a new centerboard. if you are not going to race and you keep your boat on a lift, you may be able to get a season or two out of the old one. See my reply on the forum.
